Involving citizens in construction and development projects is not a new concept. For decades there have been successful and less successful examples of participatory processes. Berlin’s current coalition government wishes to anchor civic participation into its constitution. Yet participation is controversial: who makes the claim to represent the common good on desirable urban projects? Who decides how urban space is allocated, once a civic coalition has acquired a say in development projects? And who shapes the participatory method?
