Maintaining Berlin’s urban commons: the restructuring of the public property policy in Berlin has captured the attention of the public as well as of experts and policymakers since 2009. In 2013, the Berlin Senate passed the new “Transparent Public Property Policy”. Simultaneously, the Round-Table on Public Property Policy, instigated by the Initiative Stadt Neudenken, established a list of relevant demands – to stop the sale of public lands to the highest bidder. How do innovations such as the portfolio committee and the reinforced concept-based allocation and leasehold rights function? We will inquire about the current state of this new policy, together with comparable practices in other European countries. We will discuss the strategies and tools of public property policy with international guests.
